There are plenty of ways you can put on muscle.  I do not exactly know everything you have been trying, but here are a few things you can do to add some muscle.  First, if you are doing a lot of cardio exercises, then do less of them and start hitting the weights more often.  Lift heavier weights with less reps, lighter weights and high reps help build lean muscle mass, and from what it sounds like, you want more bulk muscle mass.  The next thing you can do is to increase your protein intake.  You can do that with some whey protein powder, or with steak, eggs, pork, cheese, seafood, and peanut butter.  I hope this helped.
